Internet Advertising Bureau (commonly abbreviated IAB) is the de facto authority for issuing recommendations and specifications around Advertising Units, and playing a role in regulating the online advertising industry. They issue technical specifications that name specific ad unit types and set ad unit sizes (such as Leaderboard, Skyscraper, Banner, etc...) along with guidelines on what use of information is accessible, how the information can reach the consumer, how the consumer can be identified (if at all) and suggest which technologies might be appropriate (i.e. Flash, HTML, JavaScript, CSS, Java Applets, etc...)
