CURL is a library with bindings in several languages (perhaps most commonly being used in conjuction with PHP) for accessing the contents of a particular URL, and returning the raw data regardless of its encoding scheme.

It is extremely valuable as a developer tool and proves useful for parsing small pieces of content or passing messages between websites and/or Web Services, and especially for screen-scraping content that is published freely on the web but not made available in a LinkedData-compatible format. Such formats are typically easily exportable for users, developers and webmasters alike.
